Victorias secret at cameron village sold me used underwear. Disgusting. And they were not shocked or very apologetic whatsoever

I pulled out my brand new tags attatched underwear i purchased at the cameron village location of victorias secret to find. Stained used underwear. I called and complained then came in to return it and the MANAGER was hardly apologetic nor did she act as though that was a shocking thing. First off. Shouldnt that be a health hazard?
I am disgusted at this point and not sure what my next step will be.
