Did not send the product that was advertised nor that I asked for., China

I emailed a seller from the website about a HTC Tilt 2. He immediately told me he had one in stock and it was unlocked and it cost $198 plus a $30 shipping fee. He told me to western union the money to him and then he would send the phone. Upon recieving the package and opening the phone it was a Chinese knockoff that I'm not sure I can even use over here.
I have tried emailing the seller back, and other emails listed on the website. None of them are emailing me back.
