Unreasonable rates for towing & storage of vehicle

On or abou. T Oct. 26, my vehicle was towed by the above towing company. I called the towing company on the 28th or 29th of Oct. And was told by an unknown person that they did not have the vehicle. I was told that it was a police impound & I would have to contact the SF police. I was never contacted by the SFPD OR anaya: s wrecker service that they had my vehicle. On Dec. 18 my brother called me to say that Anaya"s had my vehicle and it would cost approx. $500.00. Upon contacting the owner of the wrecker service on Dec. 24 the cost was $651.00. I asked wy he did not make any attempt to contact meeither by phone, card, or certified mail, he told me that he did not have any legal obligation to do so, even having my vehicle for approx. 60 days. I asked the owner where the tools were, approx. $1,000 worth that were in the vehicle and he said there were no tools in the vehicle. He showed me the invoice and all it said on the bottom was Misc. Tools. I then told him that I was not going to pay the full amount ($651.00) because my tools were missing while the vehicle was in his possession' and told me in a very angry way shouting to get off of his property. I left his wrecking yard and contacted Mike Lowe of the SFPDand was told by the officer to make complaint to the PRC & magistrate court. (Bad business practice). He also told me that he has had several similar complaints from this company. There are approximately 40 to 50 vehicles in this yard. I just want my vehicle back at a reasonable rate.
