Told me by mail I won $2,000, 000 if I send them $11.98

I received a notice in today's mail that I have won $2,000, 000 if I juat send in $11.89. If I was truly a winner, I don't think that would matter!
I didn't know until I found this site that it's also Publishers Clearing House. They have ripped me off more than once! Shame on me! The most recent products they sent me were completely non-funtional! When I wrote them to complain, I said I would send the merchandise back if they paid the postage. They refused! I have no intention of spending 1 penny for bogus products, including postage! I've heard recently that they are a total ripoff company. I believe it now!
