Locked Out of Account and Never Receiving Password Reset Emails

My PayPal account was locked out last week. I just bought a Garmin Nuvi 275T on eBay tonight through Live Cashback and want to pay via PayPal, but I forgot that I had been blocked from logging into my account. I was trying to get help from a live agent the other night but had to go. She told me my account had been blocked. I filled out the PayPal box with user name, email address, phone number and street address maybe 10 times the other day and 3 times tonight. I never receive the emails (I use Hotmail, and I have had the same email address with my PayPal account for years. I never had trouble before).

I do not want to lose my eBay discount by not paying with PayPal. This is costing me money because I cannot log in, cannot get a live agent (it is a Sunday night) and have not received any emails with links to reset my password, even though I have tried countless times. What gives, PayPal! I have been a good customer for a long time.
