Say they offer finacial assistance to those who need help, but don't anyway

This company was listed with a national eye association as a place that could offer financial assistance to those who need help with their eyes, for care or surgery, ect, and cant afford it themselves and dont get any benefits from their state. They say you dont need to be affiliated with the organization in order to get help.
But, when you contact the company for help, they dont help you. They dont reply one way or the other.
Why say they can help you if they wont? I dont understand that. These places say they will help you when you cant get help any other way, but still you cant get help because they wont help you either!
