Paid through PayPal but order never sent New York

Placed order on 6/20/09, received confirming email, and vendor was paid through PayPal. Order never received. My account on their website, allstatebeauty.com, shows the order as pending. They never responded to my email, so I filed a complaint with PayPal, but they didn't respond to PayPal either. Six weeks after placing my order, I still don't have my product and I'm out $70.
