Can't get hold of co. To have them fix problam with paint

Paint is peeling. White trim is cracking chipping, looks like only one coat of paint applied. They said could wash dirt off with hose it won'tcome off like they said it would. The paint was to be like siding, no fading easily washed never need painting. When trying to contact them to fix problams phone no. Not working. How do I get my agreement enforced?
