Oversized boiler and poor installation cause excessive operating expenses

I contracted with NSTAR to install a new natural gas fired boiler in my home.
The utility selected a boiler that generated more than twice the amount of heat required by my home. Their installer also did an inferior job and further cut corners by not installing all the necessary components such as check valves.
The end result is a system that consumes excessive fuel and does not provide temperature control for economy or comfort.
The utility is unwilling to entertain physical correction or reimbursement for the excessive use of natural gas.
As a mechanical engineer I have fully documented all my findings with detailed industry references all to no avail.
NSTAR is not a utility to be trusted for any service.
