Recharged 2 weeks after large bill had been paid

Two weeks after we had paid off our large bill to CHAC, they sent another bill with the excuse that the bank would not let check #1 go through. Our bank said CHAC had not even attempted to send it through; therfore, we put a stop payment on #1 and sent check #2 along with a demand to close our account.
