J, Previous WAMU Account, Lowered credit limit for exisiting WAMU customer which caused credit score to drastically decrease

My credit card limit was reduced by Chase when they assumed Washington Mutual accounts. My credit score decreased over 70 points and now my APR is 29.99 a Chase will not work with me to have this lowered since they have not introduced such standards yet. I am struggling to pay this account and I don't see the outstanding balance decreasing.
