I too, have been getting harassed by Portfolio Recovery Associates for at least 3 months. I have asked them a number of times to make available, proof that I owe this money. I'm not even sure this is me. He had a wrong address and I can't ever remember spending / buying $4,200 worth of anything. He claimed I had this card in 1992 and I owe $4,200.00. I too will report them to the BBB, FTC and New York State Consumer Protection Board.
