Rebate scam

I registered to get a three-point T Mobile Family Strategy at Top Telecom (113 10th St, Oakland, California, 94607). There is said to be a $800 refund after 27 months from Top (not T Mobile). After 1 5 years I still haven't acquired the refund. After about 7 weeks I visited the shop atleast three times (about once every month). Every time they stated they'll consider it. I also delivered a notice for them regarding this issue on June 12.By today (June 23) I've not noticed from their store or obtain any conversation concerning the refund.
