Digital Phone Unreliable and Could Not Call 911

I have had service with Comcast appx. 1 yr. My phone has been holy hell for appx. 1/2 that time. They still expect payment altho I am disabled an could not call 911 most of the time. Thank you Comcast your an Icon of American business.
