Defective Merchanise Returned. Refuses to Refund

I ordered a dress at the beginning of March. It came torn and poorly made. The seams were coming apart and there was a large tear. I emailed four times before they even replied. They told me to take pictures of it and send to them. I did. They didn't respond. I sent over 15 emails and called over 10 times. They never replied about the pictures and every time I would call, they hung up on me. Finally at the end of March, they replied and told me to send the dress back. I did and they received it (I have a tracking #). I emailed them again and told them to refund. I received an email saying they wouldn't refund and if I wanted a refund to do a chargeback from my Credit Card company. This person is unbelieveable. I am in the process of filing an internet fraud complaint with the State of California.
