Illegal software

I purchased a refurbished computer that did not work. He replaced it with another HP Compaq that was illegally loaded with Windows software. The signs were on the computer and affected the operation. A technician from my internet provider verified the copy was illegal and should be replaced. I do not have a copy of the id code for the present program. I had it repaired at another shop. He also refused to give a receipt for the second computer. All transactions were in cash. Total cost to me $480.00 plus $40.00 repair. This computer does not accept Windows updates or new systems as it is. I believe this is fraud and illefgal practise.
