Offered investigative data on a specified individual but no information given after payment rendered

A specific name was given along with date of birth, as requested, asking for further information pertinent to individual such as criminal record, address (es), phone number (s), etc. Data on this individual was implied as being available but, subsequent to requested advance payment, no data was forthcoming. Called my credit card company requesting payment be withheld but was told that was not possible. I called within minutes of the charge. The charge showed up on my card as pending ($19.90).intend to pursue further action.
