Unauthorized or deceptive charges when visiting a people search site Internet

They said that I signed up for a "free 7 day trial" when I visited another site. I never saw this anywhere. My bank contacted the company and they have supposedly canceled the 19.95 that they billed me. It was a site for people search that I visited. Why are these deceptive practices still legal?
