Charging me for a street light at an apartment complex. Never agreed to. They wont refund my money. I can prove my case. St. Petersburg

I'd improvement power servive for just two weeks. I shifted and was to obtain my deposit back. I allow my first electrical bill move outstanding because of being outoftown and understanding Im transferring and certainly will ask them to withhold cost from my deposit. I realized that by payment was incorrect. For just one, I had been seldom there to aquire such quantity. 2nd, after I named to inquire about additional kind payment. They stated I had been being billed to get a street-light & that knowone else of all of the flats were being billed except ME! This is actually the landlords obligation, OR they might have divided to need ALL tenants to pay for, split equally.
Im not allowing this move
