Dog Walker Accepts Payment Up Front and Does Not Perform Services or Return Keys

I found Amanda Barr/Paws & Claws Pet Nanny using a Google Internet search.
She requested payment for each month up front. I paid by check for part of October and all of November (four walks per week). Everything seemed fine until I was unexpectedly working from home one day in November and Amanda did not show up. I e-mailed her asking what happened and didn't get a response for three or four days.in her response she was very apologetic and said one of her dog walkers didn't come through and had since been let go.
I was a little uneasy, but gave Amanda the benefit of the doubt. To ensure that she was actually performing the services, I asked her to leave me a quick note after walking my dog. Amanda began doing so and I prepaid again for the month of December. However, after coming to walk the dog on Dec. 1 and leaving a note, the notes (and presumably the visits) stopped. I received no note and there was no visible trace that Amanda had come by on the following days.
I decided to call Amanda with the intention of asking for a full refund for December. Both phone numbers I have for her are disconnected. I then tried e-mailing, but e-mails to her business address bounce back. A quick Google search shows that Amanda has done this same thing to several other clients very recently. So it appears that this is not an isolated incident and that this is a pattern of criminal behavior.
I am not only concerned because Amanda stole the money I paid for this month, but because she has copies of my keys and I have no way of getting these back. I already had my locks re-keyed, but she also has a gate opener for my community (which costs me $75 to duplicate). Between that, the money paid ($200) and the locks ($150), I am now out $425.
