No feedback rip-off expensive billing rates more than 20 minutes to get to customer service

We live in a 2 bedroom apartment in Farmington
All of a sudden received two months of high billings from "Consumers Energy", $250 for each month. There is something wrong here since both me and my wife have full time jobs and are outside home from atleast 8 am to 6 pm. So even if we had the AC on for the whole day, the bill should not have run this high.
I talked to my leasing office about this, and they told me that they were indeed receving a lot of complaints about Consumers Energy from a lot of their Tenants.
I tried contacting the Customer Service a number of times, each time I had to wait for atleast a minimum of 20 minutes, They also hung up twice on me. The first two to three times they just kept tellling that they would send smeone out to check the issue, This they did not for over two months, I anyway went ahead and paid the bills since I did not want any bad records on my name.
I have called the Customer Service a number of times since then and they kept telling me that they would look into the matter. The last time I insisted on speaking with their Manager and she told me nothing could be done and that I was billed correctly.
I spoke to a number of them in my apartment complex, and they complained about the same, But noone in the apartment complex complained about the bill so high.
