Not Allowing us to make calls to Indonesia, we decided to cancel, and they want to charge a penalty

My wife and I signed up with vonage 11 months ago. Our purpose with Vonage was to make calls to Indonesia and to have a fax line. Since we weren't able to make calls to Indonesia we wanted to cancel our service, and now they want to penalize us $87 for cancelling.

Our issue that we have with Vonage is that the connection for my wife's parents in Indonesia is decimal and can't be heard. We made 5 separate complaints to resolve the situation, and Vonage never fixed the problem. When we contacted them they would send the problem to one engineer, than to another, than to another, and than send an email 3 weeks later saying the problem is resolved. They never fixed the problem.

How can Vonage charge a penalty fee for their fault of service that doesn't allow us to make calls to Indonesia? I would like to find some way we can dispute the charge and get our money back. Also, warn other consumers what a culprit organization Vonage really is.
