Who are these RUDE people? They won't even tell me what I owe for

I got a letter from some folks saying that I owed my previous apartment complex. I called the same day I got the letter, and the guy told me that that department was closed and there was no one else I could speak to. It was 5pm eastern time.

I got a 2nd letter and waited till the next morning to call, and I got some guy who refused to give me his name. But here is how our conversation went:

Me: Hi, I got a letter saying I owe and I need to find out what the hell they are talking about. (I was pleasant, even though I did "curse", it wasnt aimed at him or said in a "rude" way)

Guy: I don't know about that first part, but I can help you find out that information. But I would like to keep this conversation professional.

Me: (stammering) uh uh uh... Whatever?
Guy: Don't you say whatever to me. I'm not one of your Homies, so dont talk to me like that..
Me: Homie? Why would you say that? What is a Homie exactly?

Guy: I don't know but dont get ghetto on me and speak that way. How about you just write in to see what you owe for because i'm not going to help you with that attitude.

Me: Attitude? Dude, can I speak to someone else?
Guy: No you may not; im the only one who can help you...
Me: Goodbye Dude. (Insert dial tone here)

I called back twice asked for a manager/supervisor, explained the problem, all i got was this guy who kept saying in a mocking tone: I told you homegirl i'm the only one who can help you...

Who are these people? Is this the way they do business?
