Promised to promote my book to publishing companies and never did. Stopped answering calls and returning e-mails

In 2007 I submitted a query letter and synopsis to Ms. Belinda Williams c/o literary lifestyle. She contacted me by e-mail and said she would like to read the rest of my story. It's an author's dream come true when an agent asks for the rest of your manuscript. She gave me an address to submit it to, not hers but another one, also in Florida.

I mailed the manuscript on a CD to the address she gave me. Ms. Williams e-mailed me that she received my manuscript and I would be hearing from her. She contacted me shortly after and told me that my story was "excellent" and she could definitely promote it. She said she would send me a contract to sign, but she never did.

In my query letter I had indicated that my story was the first in a two-part series. Ms. Williams later asked me to submit a synopsis on the second part which I did. Not long after, she phoned me that she had a proposal for me. She said there was a new imprint called J'Adore Publishing that was willing to publish my work but they do not pay any advance. She said they would pay 11% in royalities. I told her I would prefer if she tried to shop the book around some more. She agreed and named some popular companies she would submit it to.

I never heard from her after that. Everytime I called her phone I got her voice mail. I left messages which she never returned. I e-mailed her several times, but she never responded. It's been a year since. I want my manuscipt returned.
