Does not honor sale price

I had purchased a blouse on a Monday at full price. Hate to do that but I find that if I don't grab my size when I see it I wind up looking thru the left over XL or XXL.
I had returned 2 days later and saw that the blouse had been marked down 30% and had one of their orange tags with the new price.

I still had my receipt in my purse and went to the return desk to get my credit card adjusted to the new price... All stores will adjust your credit card with the original receipt.

The lady at the return desk stated that Target does not adjust your credit card if the item is now on "clearance" (orange price tag).

So I now refuse to shop there. I think that is ridiculous that they do not honor their own sale prices.
I spoke with many people who advised me to return the blouse itself and turn around and buy it at the reduced price but I feel that I should'nt have to do all that. Signed, pissed off at Target
