Rec Pool WHSE Rec Whse -Ladder Floats Told to buy Sand Bags from hardware store

I purchased a Pool from Rec Whse Two Years ago and the ladder never stayed stationary from day one. I went back and they told me I needed to buy Sand Bags to hold the ladder in place.
I asked if they had any in stock I was told not at the time to check back. I checked back several time over the first year (Ended up using a Bag of rocks which made the water cloudy). They never told me that they do not carry Sand Bags or that their was a problem with the ladder. A year later the process begins again, but this time I am told that I need to go to a hardware store and get Sand Bags to anchor the ladder. I paid nearly $3000 for this pool but apperently not for customer service.
While trying to find Sand Bags I find someone with a pool exactly like the one I purchased only to learn that the ladder should not float and don't require an anchor (Sand Bags).
I have a defected ladder - Rec shame on you.
Searched everywhere and found that you cannot purchase sand bags locally unless a disaster occurs.
And if it was true and this ladder had required Sand Bags they should have come with the pool (or at least carry the bags).
