Wrong Parts Shipped - Can't Get Correct Parts or Refund

I ordered two lawnmower blades. I received some fuel line, rings, tubing, and other small parts; no blades. I emailed PSEP about the error. They did not respond. After a few days I emailed them again. This time they responded, saying they would ship the blades. They wanted me to ship the incorrect parts back to them at my cost, after which, they would refund the shipping cost. I was leery.

Several days passed and I never received my blades. I emailed again asking what was up. No reply. A few days later I decided to try one final email. I then received a phone call from someone who said this was the first he had heard of the mixup. I mentioned the multiple emails and he said they were having problems with their email. That is either an all too common lie or an amazingly poor way to run a business. He said he'd send me a shipping label to return the incorrect parts, but absolutely refused to refund my money until he received his parts back.

"I gotta get those parts back." he kept saying. Never mind the fact that they've held my money hostage for over a month and have provided me with nothing. I asked them to send me an email when they received the package confirming that it was received and my charge card was credited. He refused, saying I'd get an automated reply.in other words, even though they screwed up and greatly inconvenienced me, they absolutely refuse any form of personal customer service or attempt at winning back a justifiably irritated customer.

After several days the shipping label arrived and I shipped their parts back. They received the backage, verified by UPS, signed for by "Turner."

They still have not refunded my money.
