Still trying to rip me off

Ccs colections is trying to make me pay $2173.13 for an accident that is city liable according to the police report. They are telling me that i have been found liable for the accident and i have not even been to court to see if i am responsible for the accident yet.
The only reason why i have to go to court is because the officer made a mistake and wrote me out a ticket before he heard what i had to say.

Ccs is saying that I sideswiped thier vehicle and the police report says that the vehicles did not even touch and i personaly know for a fact that the vehicles did not touch.

The whole cause of the accident was because the lights were not opperating correctly. I refuse to pay this money to ccs untill they can somehow change the police report to say that i was liable for the accident.
