Officialgeneric.com have not received order in two months and everytime I call they hang up on me before I even say hello New York

I placed an order with this company on April 3. I call to get my tracking number they give it to me. I wait 14 business days and 5 extra days for my check to clear after not receiving order I then call back they said they would reship my item. They told me they are not allowed to give refunds. After reading their policy on their website I states that they will give refund in full if you do not receive your order and that delivery is guaranteed! So I allowed them to reship my item in May. Its June 4 and I still have not received my order. At one point they sent me a bogus tracking number that said the item was delivered in California so I had to call back and receive a new shipping number. I called my bank to dispute charges but they cannot dispute charges since I paid with check and my bank notified me that this merchant knows that and that is why they are pushing me off on to the bank. Now when I call they pick up the phone and place me on hold everytime and noone talks to me. I then block my number and after I give them my order number I go strait to hold without even being notified. I don't know what to do? I paid 259.20 with a company that I thought was legit and after reading their policies felt like if something went wrong I would not have to worry but instead I am just out the money with no answers and a nice hold ringtone in my ear when I call them to discuss and demand answers.
