Never did the work we paid him to do. It turns out he has scammed many others

Our story is exactly the same as everyone else's. He answered our ad on craigslist to do some programming. We paid him half the fee up front, and would pay him the rest upon completion. He never did the work—none of it. He kept saying he was sick or delayed.

Eventually we demanded our money back. Nothing. Whenever we contact him (his cell phone is often "not in service") he says he will pay us back. We've not seen a penny.

This has been going on for a year.
