Usurious Charge for Data Synced With USB, Not Over Network

I purchased a Palm 700wx to use as a phone and PDA from a reseller for use on Verizon Wireless. I verified with Richard that it can be activated, but have not done so.

Richard said I would need 1 of 3 data plans and I explained I would only be using it to make voice calls, and to sync with my computer with my USB cable, not over their network to use the PDA functionality.

Richard replied that syncing with my computer using the USB cable and not the wireless network is still charged by Verizon at the KB data transfer price.

I can understand if I am using the network's data service, but there should be no fee when I am using my equipment and not using any airwave/cellular signal to sync my data.

This is a clear example of usurious fees. I am not using their network to sync and I did not buy the phone from them with any discounts.
