Rip off debit card phone charge

I was charged $12.80 pending card authorization on 2/20/08 for a 1 minute phone call I made on pay phone with my debit card from Boise to California. I saw the ad rate for out of state was $1.. But they're trying to charge a lot more obviously. So I would like $11.80 refunded. I realize after research they have ripped other people off as well.
