Multiple vending machine scam that flordia lets him get away with

I purchased 6 vending machines on 1 for $27,397. I was sent locations and went to see all of the locations I was told that I would recive my machines on Wednesday. They didnt come I called and they made up a snow excuse and said they would be there the following week. They made up excuses for the next 3 weeks. I had finally called and asked for my money back. They said they would send a check out to me 1 year later I'm still out of $27,397. I just need to know how in America can someone get away with something like this. I hired a lawyer who really did nothing I paid him $1,000 for a retainer now the lawyer tells me that I owe him $1,400 more and we never went to court. With all of my expenses I'm out of like $35,000.
