Paid with paypal on ordering and no merchandise since September ignores my emails to get refund, Sonoma County

The Tango Shop, http://www.thetangoshop.com refuses to give me my merchandise or my money back. I ordered a CD from them on September 9th and still have not received it. I asked them over and over again for a refund, but they won't even answer me. I then contacted Paypal, which I used to make payment with and figured I would get help from them, but they will not help! Paypal is only secure if you are using it to pay for something on Ebay. All those other companies who accept Paypal are free to rip you off and Paypal will send you the same email they sent me, basically telling you "tough luck".

The Tango Shop stole my money. It was only $22 but its the principle of the thing. I want a refund. I don't even care about getting the CD anymore. I just want my money back.
