Went to stop service was told it would be free unless i made a call, then started being charged montly for service i never used

When I got my cell phone I decided to stop my long distance service. When I did At&t convinced me into keeping my long distance service and told me it would cost nothing and if there was an emergency I could use the long distance and it would cost me 20 cents a minute. So I said sure.
That was 2 years ago. At some point they started charging me a use fee. They said they sent me a notice which they proably did. Who has time to read there phone bill and all the notices they are sent. At first it was only a few dollors so my bill went from $24 to maybe $28. Nothing to really alarm me so I didn't notice. This month when i was having difficulty paying bills I noticed my bill was over $30 dollors. They were now charging me over $10 for long distance service that I had never used and they had convinced me to keep by telling me it would be free. I work a retail job where i get paid $10 a hour. So I have been working an hour a month for something I didn't want and never used. I am so angry and feel so ripped off.
This is proably happening to alot of people it needs to be stopped. They offered me $30 refund which does not make me feel better. Someone who has the time and money needs to stop them.
