Ordered exam study guide, then found out guide is FREE at USPS. USWA site conveniently doesn't work now

I ordered a postal battery exam study guide a few weeks ago in response to an ad in our local paper. I looked at the web-site to see if any positisions were open in my area, and there weren't any. I tried getting on the web-site today, and it can't be accessed.

I found a report that said it was a scam. I called my post office to see if they charged for the study guide, and sure enough, they don't.
