Has not sent a refund for returned battery charge

Back in October my fiance bought me a Kyocera Oystr and $20 worth of minutes. For nearly two weeks, I had no problems with the phone or the service, but as the days progressed, my signal kept getting weaker and weaker. On top of that, the phone refused to charge the battery.

Since the 30-day return period had ended for the phone, I thought that I would buy a battery charger from the Virgin Mobile Website. The phone itself still worked, however (even if the signal was steadily growing weaker). On November 7, I ordered a battery charger.

When I received it, I charged the battery immediately; to my relief, the charger worked. But the phone absolutely refused to turn on. Seeing how I couldn't get a refund for the phone or my unused minutes, I decided that it was pointless to keep the charger.

I called the company, received a shipping address, and was assured that I would receive a refund of $28.38 within two weeks. I sent the package on November 26. Two weeks later, I hadn't received anything from Virgin Mobile.

The first rep I talked to actually told me that they hadn't received anything from me—until I gave him the delivery confirmation number for my package. He quickly backtracked and said that they *had* received my package. He transferred me to another rep who said that she was going to alert the office about my refund.

I called three more times over the course of four months, with each rep telling me that they were going to have my refund sent immediately. I still haven't received my $28.38. It's a small amount of money, yes, but it's still illegal to withhold a customer's refund for a returned good. What's even more disappointing is that nearly a year later, these people still haven't got around to sending it. Utterly unprofessional.
