Staggering vet bills not reimbursed

Purchased a puppy from this breeder in December. The dog was sick and we had to spend $243.33 and the dog was still sick. The breeder was willing to exchange dogs which we did by driving up to Canada (I believe they are currently in Texas). They also agreed to reimburse us for the vet bills, but to this day we have not received the money. Have sent many e-mails, but the latest ones do not receive any responses.
Further, when negotiating then price for the 1st sick puppy, the breeder said she didn't negotiate. I took them at their word until talking with a neighbor who bought one after we did for $100 cheaper. The price for their puppy started out to be the same as ours, but
the breeder discounted the dog.
I think this breeder tries to do the right things, but why would anyone say one thing and do something entirely different. If you aren't going to reimburse the buyer for vet bills for a sick puppy, then don't say you are going to. If you don't negotiate prices, then don't negotiate prices.
As for the sick puppy, the breeder said they were able to find another home. If you buy a puppy from this breeder, you may want to be concerned about the health of the puppy you are buying. As for the 2nd puppy, so far so good.
