VCI Company, Inc. VCI Phone Service Charged me for service I did not get

I signed up to receive service from VCI. They specialize in phone service to low income families. My only option of payment they allowed me to use was a credit/debit card. They then charged me $1.50 for the payment (for paying by phone, although they told me there was no other option) in addition to the $29.99 for the service. (Their website says $19.99.) I called on the scheduled day the phone was to be turned on and reported a problem with the service. I was not getting a dial tone. Just some background noise. They instructed me to check the box outside. (I am not specialized to do this) I instructed them I lived in an Apt. And did not have access to the inside of the box. They argued with me telling me I HAD to open the box and plug my phone into the inside to see if it worked. I AGAIn told them I was not a technician therefore, I could not possibly gain access to the inside of the box due to the fact it was under lock and key. They instucted me they would have to charge me $70, again prepaid in advance, to come and investigate the problem. I told them I could not afford the $70 because I was indeed LOW-INCOME. VCI said there was nothing they could do and if I didn't pay it I would have to deal with the phone like it was. I told them to cancel my service (or lack of service) and refund my money because I never did have it turned on. They refused to give me my money back stating I entered into a contract for phone service. I told VCI they also entered into that same contract to provide the service with which they did not do. They in turn still refused my $31.49. I explained that their service was false leading in telling people they could get a phone if they had a low income because, they charged my card, in which most people with low-incomes do not have, and then they tried to charge my card again for $70 worth of service to repair a problem that was not my fault. $101.49 total was NOT a service low-income people could afford. Then, like I said, I never received the service. Would NEVER recommend this company to anyone.
