Sold a puppy mill shih tzu, with fake vet papers and dates when shots were given

Three years ago Donna Foss sold me a female shih tzu puppy, when receiving puppy I was supposed to meet Donna with my puppy. However, her daughter showed up with the dog... I was speaking to her daughter and asked about my dogs vet papers... She told me her mom would send them within the next few days in the mail. I also spoke with her daughter enough to find out that her mom had over 60! Shih tzus!!! My heart dropped, knowing that she was running a puppy mill. It made sense to me as she always always had new litters for sale on her website. Also I learned that my dog wasn't vet checked, and that Donna's daughter was getting the vaccine shots from online and giving the puppys their shots from the breeding grounds. Donna gaurentees all her dogs are vet checked and have had their first set of shots and have been dewormed! I was pretty upset after picking up my puppy, and went home to do some research, but first my puppy had her first trip to the vet. At the vet I found out she has a severe underbite, and large protruding eyes. Luckily I am a groomer and have been grooming my dog and haven't had to worry about a groomer knicking her eyes. Also, the first night i brought my dog home I found she had fleas! Yuck! And that is so bad for puppys! They can eat a dog alive!
As the week past I did not receive any papers from Donna on my dog... After continuously sending her emails, I finally got some papers in the mail three months later! I received a index card with the dates my dog had her shots, no vet papers... And one of the dates my dog had her shots said a day after I had gotten her!!! It was a joke, she had written fake dates on a index card! And also i had gotten a paper saying who her father and mother were, in writing I couldn't even read! I did my research and spoke with some local shih tzu breeders who I would of loved to of gotten a puppy from them but they were just out of my price range. One breeder noted that Donna sold a yorki-shih tzu cross to a lady who picked out a shih tzu from her website and got a totally different dog!!! I complained to several places and Maine and finally had gotten a call from animal controls wanting to know more about my story a year later because they wanted to bring Donna down.
Well guess what, her website is still running and her puppies and information is posted all over the web. She is also breeding yorkies now! I noticed now her address has changed to a P. O box... But I still have her original address! All I have to say is, there are too many puppy mills out there and they need to be brought down! I love my dog more than anything, but I definitely didn't get what I paid for.
