Price switch for premier customers

Recently, Cingular has begun to take unscrupulous action to fix Premier, to rig the system to give customers with very different discounts on handsets, exactly the same price.
In my case I should recieve a 40% discount. To avoid honoring this, Cingular raises the base price of the phones.
For example
Price for AT&T 8525 phone 16 Sep 07 11:23.
Under the premier offer.
Base Price$1029.99
Company Discount-$401.70
Web Discount-$228.30
Your Price*$399.99
The deal you can get at their general public website.
Price $599.99
2-yr Contract Price $449.99
Online Discount - $50.00
Mail-in Rebate Card - $50.00
*Online Price $349.99
Please note the Base Price! This is just an example but all the premier offer phones Base Price's are inflated to nullify the company discount.
At some point Cingular negotiated with my company so they would be our primary carrier. I am sure the company has honored their side of the agreement; however, Cingular is playing fast and loose with the rules.
I believe this would be called a bait-and-switch if it happened at your local hardware store.
