Purchased a dog and have never received registration papers that were supposed to be sent 9 months ago

We bought an eighteen month old german shepherd from Mr. Meyer for my daughters 17th birthday. He promised to send the papers to register him the following week. He was going to make copies and make it easier for me to fill out the paper work. I stupidly trusted him and thought he was an honest man and I would receive the papers shortly. That was November. He would say he had been busy and would get them out the next day, week etcetera.

He took his website off the internet and would not
answer emails for phone calls for months. Then out of the blue he finally answered my email and said he emailed them to me and to let him know if I didn't receive them. He never sent them and has not responded to dozens of my emails and phone calls. I wonder how many other people have bought dogs from him and have been ripped off.
