Harassment Will not remove me from contact list, looking for another person with same name

MCM has contacted me several times now by mail and phone. They are saying that I owe money on an account that I never had.

I have told them three times that they have the wrong person. The account manager will verify that the last 4 of the Social Security Number do not match, then tell me that they will remove my name and address/phone from their contact list.

Today I received a Settlement Opportunity from them via mail. At what point does this sort of thing turn into harassment???
