Ripoff sent me coupons stating i had won a prize but needed additional cash to claim it

I was sent a letter stating i had won a consulation prize worth $700.00, and that the coupons for $400.00 were towards the purchase of the RCA 5cd
ss rack-black/blue and i could pay the remainding balance off in $10.00 monthly installements if the balance was more than $25.00. So i paid the balance off and have yet to receive my merchandise or a refund, or any explanation as to the delay of the rca 5-cd rack.
