Won't send magazine ripoff

I ordered 3 magazines back in December. Two of them started arriving in March. The third (Kiplinger's) has never arrived.

I tried calling Mags On The Net at least 6 times. Each time you call an automated menu switches you from person to person except no one is there and the voice mailboxes are always full so you can not leave a message.
I have sent an email to ask them to resolve this and they do not respond.

They have the worst customer service I have ever experienced. These people should be closed down for fraud.
