Has ads in newspaper for help wanted but they say their are no openings

Manpower Temporary Services is a temporary agency that
is suppose to help people get jobs through their temporary employment ads. They have been running ads for several weeks for everything from general labor positions to secretary help.

However, when I go there and ask about the job opening, they say the ad is a general ad and there are NO openings at this time.

This is fraud! A person expects a job to exist when its listed in the paper! The same is true for other temporary agencies like the Arnold Group.

I believe they discriminate or are using these so called
"Gost Ads" as a way to obtain tax write-offs.
