Telemarketing-upgraded without my permission-illegal practice - company seems uninterested in what telemarketers are doing! Hesperia Michigan

A telemarketer called and offered to upgrade my 60 channel package to "americas top 120" package. After telling him no 4 times during confersation I was upgraded anyway within 5 minutes! When I called the 800 number to complain the customer service rep seemed unfazed by the telemarketers tactics. After I asked if the telemarketers call was recorded (it was) and said that I had refused the offer 4 times on the recording, my service was switched back to the 60 channel package within SECONDS!!
