Ripoff refund on missed install

On july 22, Empire Carpet came to install carpeting in my basement. The installer did all his prep work and then discovered that the warehouse had shorted him on carpet. He did not install any carpet on that saturday and said he would return on monday to finish the install. This required me to take a day off work.

When he finished, I said I was unhappy with the service and demanded a refund for having to take the day off from work. The installer spent several minutes trying to reach an empire rep by phone, dialing several numbers before someone answered.

I then spoke with "earl" who agreed to refund me $100 and ask that I pay the full amount, which I did in good faith.

It has been over 1 month, and the refund has not been applied to my account. I tried the local number that "earl" left me with and I get nothing but a fast busy signal. I then called the main toll free number and the rep there said that he could not contact "earl", but would leave a note for him to call to resolve the issue. I am very dissatisfied with the service from empire.
