Ripoff charging me cod charges for something i didn't recieve

I recieved coupons worth 400.00 towards merchandise i thought it was good deal i ordered a set of luggage which cost 479.00 and i ordered a computer worth 699.00 as the offer explained all i had to do was pay the difference of the cost of each item. Example luggage $79.95 $400.00 coupon computer $299.95

When i recieved the luggage they charged me $40.00 s&h which was never explained in offer. Then when the computer arrived they wanted $100.00 s&h i did not accept the computer and contacted the company for a refund on the computer they told me i would get my refund minus the $100.00 for shipping cost

I feel as if they are charging me for something i didn't recieve and was told i was pay for shipping something that was never a explained condition from the begining
