Unable to obtain puppy, unresponsive, failure to provide documentation, ripoff

I sent money in February for the purchase of a puppy pictured in the website. I had some concerns about the breeding of Merles and expressed them to Lisa. She was quite defensive (per saved e-mail) however, I agreed to let her choose the best puppy for me knowing that I may choose to breed.

I require AKC papers and a small male with the best chihuahua standards. Promises were made to send pedigree (never received), updated pictures (only got 1 set from about 5 weeks) Many, Many, Many calls and e-ails later I am still trying to get the puppy.

I was scheduled to come an visit and pick the puppy for me, but yesterday was the last straw. For the second time, I have had to reschedule my plans because she will not let me know where she lives or that an appointment time is ok. How can a person make a reservation at a hotel and travel 9 hours to pick up a puppy only to get there and find no one home?

I have asked for a full refund. The only way this deal can be saved is to insure that I have an appointment and an address to pick up my puppy on site.By the way, I found this rip off site by typing in her name and Wister, OK. I thought I would be helpful and try to find where she lived, but then I thought, well I really can't just show up after driving for such a long time.

I have heard the story from Lisa about the illness/death of her father and now she aparently has cancer as well and is undergoing treatment. She seems healthy enough go go and work with horses and ride horses and be at business meetings until 1 o'clock in the morning, but not to do the business she has advertised on the internet.

Is this dishonesty or simply bad business practice? I suspect that it is mostly just bad business practice, but I am a trusting soul and would not think that people could do such things deliberatly since people get so attached to their pets.

I tried so hard to make this work, and am so sorry that I have to write this report. I would exercise extreme caution in dealing with this person, unless you can go and buy the puppy, right at her location.
